Job Responsibilities:-
To provide leadership in Southern Bangladesh to implement WVB's strategic priorities.
Work with Grants Acquisition Management Unit to ensure Region participates in all aspects of project development, including needs assessments, concept paper design, and proposal preparation and ensure they meet both donor and World Vision requirements and standards.
Ensure all Area Development Programs (ADPs) and Area Programs (APs) undertake a quality community engagement and planning process.
Ensure ADPs, APs, and Projects actively seek out partners that will ensure quality, sustainability and cost effective implementation.
Lead, guide and supervise the work of the ADP, AP and Project Managers to ensure all programmes undertake annual reviews and develop annual budgets and operating plans.
Coordinate the annual planning processes across the Region, ensuring integration and alignment with WV policies and LEAP requirements. Monitor this process through the financial year and update Senior Director of Operations of any activities which are not on-track.
Ensure quality preparation and submission of FD6 reports.
Ensure input from finance staff during the project design process to develop appropriate projects budgets, according to WV B's internal activity-based costing requirements.
Ensure good coordination and integration with the program team and other support & service team is maintained.
Stay abreast of funding trends and opportunities and prepare briefs to be shared on a regular basis with GAM Director and Senior Director Operations (SDO).
Under direction of GAM and SDO prepare concept notes and proposals for potential donors.
Establish and maintain effective relationships with WV Support Offices to maintain and build engagement and funding levels.
Identify, develop and maintain good relationships with existing and potential donors and keep GAM and SDO informed of meeting outcomes.
Provide donors with accurate information on possible programs/projects.
Facilitate Support Office and donor field visits.
Ensure all ADPs / APs and Projects have an effective monitoring system that will effectively track implementation to original design documents/proposals and ensure compliance with WV and donor standards.
Ensure M&E staff are analyzing data and sharing results with project managers for improved implementation.
Ensure that M&E plans are developed for each new project with the M&E staff and Operations staff.
Ensure baselines, mid-lines and end-lines are conducted within the agreed standard as determined by NO DME and Donor guidelines.
Ensure all projects have monthly, semi-annual, and annual learning and reflection events with lessons learned captured and shared among the region.
Provide leadership and support to regional technical staff, ensuring they are providing best practice technical support as outlined in Technical Approaches, Programmes and Project Designs Documents.
Raise issues of technical quality with Regional Field Office and NO colleagues to ensure all programmes / projects meet required standards.
Ensure that the Program team of Region composes quality and timely narrative reports in compliance with internal and donor requirement.
Ensure Region provides regular and timely information to the Communications Department to prepare program overviews, newsletters, and informational material for WVB/WVI and external donor stakeholders.
Keep well informed of the current political and socio-economic context, as well as donor missions, relevant government, donor, UN, and NGO reports in order to maintain a comprehensive understanding of the needs and situation at the regional and local levels.
Respond to general queries for information and provide information support for field personnel.
Act as point of contact for Support Office colleagues.
Ensure fulfillment of project visibility and donor branding requirements.
Establish and oversee process of periodical review of implementation plans and other initial design documents to ensure contractual obligations and spirit of program are met.
Coordinate with Corporate Service and Programmatic Support staff to ensure compliance with implementation and financial standards and policies of both the Partnership and the donor.
Ensure all WVB and WVI policies are followed within the region.
Ensure all audit findings are addressed within the agreed time frame.
Ensure compliance to cross-cutting themes, including gender, child protection, and disability.
As a member of the Senior Management Team (SMT), assist in the development of an Annual Operating Plan and participate in the formulation of management plans for the Region Office.
Contribute and work with the SMT to maintain coordination and harmonious work environment that will maximize support to all programs.
Provide leadership and support to field staff to enhance their ability to serve with adherence to the WV Partnership mission and core values.
Ensure that the Regional Team collaborates, and closely coordinates, its various planning and implementation activities with the other support and service functions.
Assist the Senior Director of Operations with overall program leadership, with emphasis on clarity of roles, performance standards, accountability, and delegation. Facilitate staff to attain high standards of excellence.
Provide effective support to all Regional sites and staff through regular communication and frequent (Monthly) field visits.
Ensure recommended FD 6 and revisions are approved by Finance Director and Senior Director of Operations.
Ensure Region has a Disaster Preparedness Plan and maintains the systems, processes, and resources to quickly respond to a humanitarian crisis.
Ensure all programmes and projects monitor LEAP (Learning by Evaluation through Accountability and Planning), Donor and FD6 budgets and address any non-compliance issues immediately with support of NO Finance.
Provide direction to correct any identified deviations which might impact adherence to approved budget.
Ensure monthly cash flows are developed in a timely manner for each project.
In collaboration with the NO and RFO security team monitor field security situation throughout Region, in all operational sites and ensure RFO, NO security team and SDO and National Director are updated on security incidents immediately.
In collaboration with the NO and RFO Security Team ensure field evacuation plans are in compliance with WV Bangladesh Security guidelines.
Ensure all staff have a JD, Performance Agreement and undertake regular performance reviews.
Ensure all staff in Region have a clear understanding of WVB's strategy, policies and plans.
Ensure all direct reports have a learning and development plan and are able to access staff development activities.
Assist the Senior Director Operations in other duties as requested.
Education Requirement:-
Master's degree or equivalent in Development Studies, Organizational Development, Social Science, Economics or related field.

Age 32 to 50 year(s)
Minimum 5 years in senior leadership and management positions within an NGO or UN entity.
Experience in implementing institutional grants, such as USAID, EU, DFID, etc.
Proven Leadership skill and demonstrated collaboration & team building skills. Team leader with ability to facilitate and empower self-directed autonomous teams.
Strong Communication & Negotiating skills in Bangla and English.
Ability to build positive relationships across cultures and does have cross cultural communication skills. Ability to work under pressure and meet deadlines.
Computer literate.
Knowledge of WV and its working systems is an added advantage.
Strong project management skills.
Sound understanding of the humanitarian industry and experience operating within a humanitarian response.
